Why is Draven the Glorious Executioner, while Urgot is still the High executioner of Noxus?
Who's higher in the chain, Draven, or Urgot? and if Urgot is the high executioner, what's the purpose of Draven? besides being the jester of the court.

It doesn't say persay. However I get the feeling Draven is kinda like a movie star killing random people who can't put up much of a fight.

While Urgot kills people for Noxious who are political prisoners.

Also, I would say Urgot would be higher up the political chain, while Draven has more fame power.

Draven earned his title through the arena in Noxus didn't he. He was brought in after Swain took command with Darius backing him. Urgot had his position before but seeing as how he has died I don't know how many times now they needed a new face to help rally Noxus, hence bringing in Draven who was already highly popular.

Official rank last stated by lore would make Urgot higher ranked but who knows.
