I kind of like the whole fact of getting rid of Promote, but surge can also be a great way to help out certain Champs, like it's Great when you have Varus, due to his Blighted Arrows, or With Teemo. But I do have to say that if it worked for more Champs as well as it does them it would be more used probably.
