Hi, I wanted to have Hecarim since I'm a jungle guy. So I bought him, tried him, didn't like him. I asked a refund, got my IPs back and I still own him.

So.... can I use him and not be afraid to have him disappear someday?

You probably won't have to worry about him disappearing. 2 weeks ago, I refunded Tristana and Evelynn to get Mordekaiser. I still had those champs. Don't know why, but I think Riot should fix it.

I'm having the same issue kind of. I refunded Nocturne a couple weeks ago and got him back.

Lol, this happened to my sister. She bought this one Kayle skin, then she refunded it for another Kayle skin. Now, yesterday, she got the old Kayle skin back as well as the new one she bought with the RP she got from the refund. Haha, she's so happy.

I refunded Fiora a few weeks ago. For a couple of weeks she was gone. Today I noticed she had rejoined my roster.

It happened right after the new patch, I saw Nocturne was back last night. I hope they let us keep them. lol Devs look at me let us keep our champions you gave back to us. =p

We've been having problems with the Refund system lately, and are working to correct the issues. You'll notice we currently have Refunds disabled right now. Between the refund wackiness and the Season 2 rewards, we've encountered quite a few problems with our inventory databases.

For now, feel free to re-spend your IP on new exciting things, but don't grow attached to your returning champs. They will de-materialize once again when we fix this issue. So, don't buy skins for them.

Let me repeat that, in a mighty, loud, All-Caps voice: DO NOT PURCHASE SKINS FOR YOUR MYSTERIOUSLY RETURNED CHAMPIONS.

But otherwise, proceed as normal, and feel free to use the Champ and spend the IP.
