When will the new masteries and the changes to the jungle take effect? SO EXCITED!!! Omg... I'm like... frothing at the mouth right now, waiting on information!!!!!

The changes are for season 3, so I'm guessing they'll come when season 3 starts. As for when that is, I don't think they announced it yet.
