Ok, so "tea-bagging" would be fine in your opinion? (not that prevalent here, but very prevelent in online games in general)

If the purpose of the action is to get a rise out of someone, to anger someone, to instill rage in a target, then does it matter if it is an emote or chat?

If they are doing it for the express purpose of annoying other players, yes. Like, following them around spamming it all game.
But this guy did really well in all of those games. He couldn't have been doing it all that much.

No there isn't. Use your common sense, There is no grey area. I have over 800+ games and have yet to land in the tribunal. NOT Acting like a dickwad + using common sense is a good combination. Try it, it works.

You are starting to deviate from the point. That is, spamming in any form is annoying. Spamming emotes is no exception and is no way a form of trash talk.

That's because others have formed their own personal code and obviously do not agree with the Summoner's Code. GG NOOBS violates code #6. Prior to partaking in the tribunal, judges are asked to agree to make judgments based on the summoner's code. Therefore, we are not to judge based on our own personal code. If I were to judge based on my own personal code, I would have pardoned more than half of the cases.
agreed ^

Riot added emote spamming at request of the community. Pros emote spam in both tournaments and on streams.

Since when is emote spamming bannable. Since you arbitrarily said so? Gee. All hail the great decider.

I want to just respond "you're an idiot", because it's honestly all that needs to be said. However, I'll instead point out that you quoted the conclusion of my post without any of the explanation. The player in question intentionally engaged in behavior that irritated both his team mates and his opponents, in a calculated attempt to make the game fun for himself at the expense of 9 other players. This is the very definition of toxic behavior. The fact that he utilized a feature that Riot implemented doesn't change that. Your argument is as stupid and wrongheaded as saying "I CANT BELIEVE I GOT IN TROUBLE FOR SHOOTING SOMEONE, WHEN HAVING GUNS IS TOTALLY LEGAL!"

Just because you are given the opportunity to do something doesn't mean you have to do it.

The ban was deserved. Period.

I am against spamming emotes. I want my carebear kingdom to stay the way it is. You can't grief me with those satanic dances. Please stop harassing me.

Emote spamming does not really hamper your actions at all besides additional keystrokes and taking off your auto attack.

This is off-topic, not relevant to League of Legends since LoL has their own set of code of conduct in place. Tea-bagging isn't even an available feature in LoL.

Doing an emote once or twice is fine.

Spamming emote isn't.

Going out of your way to spam/type insults in chat isn't.

You can just use your common sense just as ggg suggested.

The chat is also an available feature in LoL that we all can use. Does that mean we can use chat to spam/insult/belittle/annoy others?

You can use your emote but don't SPAM the hell out of people just to annoy them.

"I can get banned for building 5 phantom dancers and going 0-50-0, so why have phantom dancers and dying in the game?"

Same logic. Just because you can do something doesn't mean you should abuse it.

So where do you draw the line?

Should emotes be removed because they are a source of irritation?

I can literally make /laugh mousebutton 5 then push it as much as I want while I play the game. If Riot didn't want me to activate laugh all the time WHY IS IT BINDABLE TO A BUTTON!?
