Its true that the ranked queue its like matchmaking like high elo players with low elo players? Like for example, i got into a queue and get matched with diamond player and with also not even bronze players, i know that they reset elo and that stuff but really is this happening? Getting matched with high elo players sometimes and with not even bronze players others?

It's a soft reset, some of the diamond elo players MAY have dropped down a bit to your level.
