There were two patches released today, and I played a bot game like most of the games I play. After the first patch, I got about half the experience and IP I normally get. After the second patch, I got zero exp and zero IP. As far as I can tell I never disconnected and I definitely never quit. I had 3 kills, 5 deaths, 3 assists, and destroyed 3 towers and an inhibitor. Can anyone tell me if it was changed to punish people who like to play with bots?

It's because you're level 15, not because of the patches.
As you get higher in levels, you get less rewards from custom games, and after a certain level, you only can get rewarded for a set time of customs each day.
Not sure the specifics, someone else can probably explain it better.
