Yes, unfortunately there is the isuue of copyright. And getting permission from the copyright holder is unlikely to happen under any circumstances as Konami just bought the franchise and they have recently been ending all agreements with other companies for anything.

I'm sure there are a number of other great skin ideas that can't happen because of copyright issues. But that doesn't mean Riot can't fudge it a little and get around the issue for some of the more lucrative ideas.
