Can you open Refunds for champions? I currently want to refund ANYTHING so I can buy Viktor on PBE. He's my favorite champion, I bought him on release, and there was no information anywhere saying that his new augment upgrades were on the PBE, and so I didn't buy him and now I only have 678 RP.

EDIT: Nevermind, I couldn't refund a champ because I got a skin too. PROBLEM SOLVED
