Crystal Maiden from DotA. Her lore name being Rylai. She does icy things with slows and freezes.

If she got that name from somewhere else then I dunno where.

I always thought it was another Lovecraft reference - "Ph'nglui mglw'nafh Cthulhu R'lyeh wgah'nagl fhtagn" (In his house at R'lyeh, dead C'thulu waits dreaming.) is the chant that worshipers of C'thulu repeat. The names just always seemed similar to me.
