Read the patch notes. Single target junglers are more viable now. His clear time is not the problem, his overall kit is too easy to counter. Anyone with a knock back, a knock up, or a snare counters him. Unless you can be REALLY sneaky with your ganks and come in at unexpected angles or bait the snare or knock up.
