I was going to get him, but the only thing that bugs me is that his Q W E all need AP to get stronger. Is he still a good ADC?

Yes man be passive early game build ad items then use W lategame an destroy just be careful he is made of cardboard an visually focused fast in team fights. Get some Cc on ur team an ur good to go

In general kog is a weak laning carry, but he's one of three ranged hypercarries (next to tristana and vayne) and possesses some of the best carry DPS in game. Scalin g with AD =/= carry

kog is great but you must learn good positioning with him because he has no escape skills and is pretty slow otherwise he blows people up late game

Kog is great but you need a team that can protect him. Kog in solo q doesn't do as well as when you are with a pre-made. Don't worry about his ap ratios

I would NOT recommend him for Solo Queue unless you know what you are doing. He has no escape skills whatsoever and having a laning partner that doesn't understand that only makes it worse.

HOWEVER, if you manage to be uber skilled at him or get yourself a great laning buddy/team, you'll kick ass x100. You'll basically be able to take down the whole enemy team by yourself as long as you're behind some good tanks that prevents dives.
