If the complete re-installation didn't resolve it, I highly doubt a repair will. The Netlogs being blank makes me believe the request are being halted at your system, and not the ISP, there should be something. This is usually a firewall or the Anti-Virus being super active.
Try disabling the AV software completely and see what happens.
