While I don't have all the math worked out like most of these posts would normally start. Its been something ive noticed during my 20 or so games as Kha'Zix and all the times vrsing him.
The fact that he can cast it as often as he can, for that wide of a range, plus its damage / slow, and the included heal if he is in close range, makes it just a bit too strong for its costs / cooldowns.
