Yes. There is your ranked Elo and regular elo (one used for matchmaking in regular games)

And when reported in ranked, your ranked elo goes down.

When reported in regular, your regular elo goes down.

You can't be reported for being unskilled... Your KDA must've been quite bad for your ELO to go down.

....well I'm fairly certain when you open the report screen, there's an unskilled player option....so technically you can be reported for unskilled

They don't do anything when some retarded mad player reports u for unskilled. They wont even ever ban you for unskilled since is not a cause for banning, you can read that when you go to vote on the tribunal, there are some rules written there and u can find that one.
And I've never heard before riot lowers your elo wtf. Where the **** u guys hear that ? that's real as god.
ur elo goes down just when u lose
