Homeguard boots not working

I just played an intermediate bot game with riven and bought merc treads with the homeguard enchantment but the enchantment didn't work at all. I tried buying while i was dead and while i was alive and still nothing.

Just tried this again. merc treads didnt work but ninja tabi did.
