Option menu "Key bindings"

Information:

When accessing the option "Key bindings" you can't scroll down and only adjust the keybindings for the visible actions preventing very important costumization for keybindings like smart cast and item activation.

Steps to reproduce:

Launch League of Legends version 1.72.12_11_26_15_06
Start any type of game
Press Esc to enter the option menu
Go to Key bindings
Try to scroll down and notice the issue
