Call your ISP, I don't know what this entire thread thinks complaining about packet loss to Riot will do. Started late November? Packet loss in the Winter isn't even uncommon.
Access your modem, go to the signal tab, take a screenshot and post it here. Your SNR (Signal to Noise Ratio should be be >30, your Downstream Power level should be between -7 and 7. Your Power level should be between 37 and 55, if any of this is higher or lower that's your problem, call your ISP and tell them you need to have your x adjusted. If any of it is borderline your modem is probably fluctuating out of spec and causing your temporary issues.

I guarantee you come back with one if not both issues, league of legends is a high priority game, if you have a **** connection expect massive packet buffering. All you can really do is wait for google fiber, the current cable monopoly doesn't care about the sub-par connection they are providing to your community, which is exactly why so many people are having the same problem. It's not just league of legends players, it's EVERYONE.
Just do the DSL reports test, you will come back with packet loss across at least one node.
