Because carries build Armor pen, which works with blade of the ruin king.
So a target that has enough armor to reduce physical damage by 75%, would reducing Blade king's down to 1% of current health. However if you have enough armor pen to lower their armor to only 30% reduction, then only 30% of blade king is being blocked.
Also, it isn't designed to be a complete "tank killer". The current health is there to reduce the amount of health the target has enough for your AP carry to nuke them down.
