Is it possible to transfer ones account from US to Europe and vice verse?

I don't live in any of these continents/countries and want to test my ping on both?
What would be the US and Europe server address that I can use to ping?

Unfortunately, you cannot transfer accounts. However, since they are free, you are free to download both clients and create an account in both to test the pings.

www.leagueoflegends.com for the US.
www.lol-europe.com for the EU.
