And yet he still can't do nearly as much damage or do anything of real use unless his ult is up.

Hell, you can make all his abilities cost 0 energy, and the problem would still be there.

At least this way he can contribute something to the teamfight except maybe kill one person. Even perfectly played, Zed is limited by his kit and massive energy usage.
