I feel this is too deep in the tree, Its not only expensive for a rather small effect, but it also competes with much better Masteries

I would suggest raising it 1 tier, which would reduce its competition a bit and make it more viable to take

Up 1 tier sounds good. It is pretty underwhelming being that low on the tree. I feel the other bonus armor and MR mastery is pretty bad being that low as well.

it and defender go amazingly well with wukongs passive
