So I'm reviewing a case of "Verbal Abuse" as reported by an ally. I saw no form of verbal abuse however the guy was complaining nearly the whole game and being somewhat of a jerk about it.

So I'm not sure if I should Pardon him because he didn't do what was reported or if I should punish him for having a negative attitude.

Is the latter acceptable or can I only pass judgment on what he was reported for?

If you see something that you feel warrants a punish, even if it's not what they were reported for, you are encouraged to punish according to the Tribunal guidelines. However, you'll have to make the decision on if it's truly worthy of a punish or pardon. If you can't, skip the case.
