Critical Error PBE Launcher

I just downloaded the PBE launcher from http://pbe.account.leagueoflegends.com/
Through countless redownloads I am still unable to launch PBE.
I have tried running the client with and without Administrator permission.
After I start the launcher the League of Legends logo appears then crashes.
