A rammus decided to jungle without telling anybody else about it and not using smite, wrecking the team comp and not jungling very successfully. Furthermore, it was a level 20 game, therefore he did not have full masteries or runes. Is this be a reportable offense for unskilled play or not?

Yes and no. Junglers take smite to last hit priority targets -> Baron, Dragon and buffs. In most games a jungler will always take it to do that and only that.

However it is quite possible to jungle without smite and allows for more powerful ganks -> you can take exhaust or ignite.
This is relatively uncommon because Buffs/Baron are far more important than 1 or 2 ganks because they change the course of the game in long term and deciding factors of who has map control and global gold -> more wards for support and more gold than the other team.

He is at fault for taking a champ and locking and staying silent though, so you perhaps report for not communicating to the team but that's a stretch. I understand however that he is level 20 and probably doesn't grasp the game mechanics yet.

the thing about smite is it cuts off the time it takes to kill many camps. Now there are a few champs that can jungle without smite, but there are no champs that should.

Even a shaco should have smite to reduce his clear times so he can feed fast and get into the lanes for ganking.

he is not trolling, but the team with out smite will have a much harder time last hitting dragons and a barons and blue/redbuffs if an enemy invades, chances are higher the team who had smite would be the ones to last hit it. which simply last hitting the objectives when both teams are fighting for it can be game changing even from a level 1 blue buff invade which sets them behind early, or a late game baron steal. All of which are very game changing.

It's not really reportable as long as he mentioned that he was going to jungle before the game started. But it's usually bad idea to not take smite because it will slow down your clear time early on and makes it easy for other junglers to steal objectives with their smite. If that rammus really thought that he needed to take exhaust or ignite then he should have gotten rid of flash/ghost instead.

It depends on the champion and how the summoner has experience on that champion. For example,Amumu jungling w/o Smite. But having Smite is much safer for Baron/Dragon steals. Thus,it's not trolling. (if he said he's a jungler)

Incorrect. Nunu.

Nunu may choose to still take smite. Hitting their blue wraith can set back their jungler. You can also ward and smite steal their red if you are fast enough. However, since his Q IS a smite, another ignite, a ghost, a teleport... or back when it was still enabled PROMOTE would be more useful if not heavily counter jungling..

Mid - late game, nothing beats promoting bottom lane, then all pushing top. They either deal with the minion, or lose a turret. If they do deal with the minion you win teamfights. Promote with a guy pushing bot lane can give you a safe baron too. I miss that spell D=

If you jungle Nunu without Smite then you aren't getting the full benefit of playing jungle Nunu. You know what is better than guaranteeing a buff with Smite? Doing it with Consume + Smite... to the enemy jungler. All the ****ing time.

Regardless, sure the OP can report the guy for being unskilled. Because unskilled isn't a punishable report. You can report and at most, Riot might use the data to tweak matchmaking.
