The real question is 3/3 Mastermind + 2/2 Artificer or 3/3 Mastermind + 1/2 Artificer + Runic Affinity for x/x/9 builds xP

I don't see where the problem is.
Just go 9/20/1 or 21/8/1.

Utility is awesome for Dominion, 9 points gets you 15% CDR on item and 10% on Summoner's

Wanderer helps a lot too in many cases in Dominion

Since they removed Garrison & CDR from the Defense tree (plus that awesome movespeed while above 70% hp), the utility tree is where it's at.

well depending on the abilities, if i'm planning on running hydra i don't even need that mastery, but if i'm planning on a weird bc+SwoD buiild, then yes please, also there's twin shadows, it's a nice item but Sweeper jsut outclassess it.
