Wasn't old flash at 265s? If you grab Mastermind and Insight in utility, flash is now 255s.

Flash gets down to a much shorter CD than before with the Distortion Boots combined with Mastermind + Summoners Insight.

Yes you're buying a boot upgrade and taking mastery points, but on a champion like Morgana that 3 minute flash CD is definitely worth it.
