Supposed to proc lee sin's passive?

I've tried some of the other item actives and those didn't activate his passive, but tiamat and hydra did.

Was this done intentionally or was it a bug?

I really hope THAT is a bug.

To clarify, it would only proc if I activated the item.

I think the active on those two items reset your attack timer, so that might have something to do with it.
they also proc Riven's passive

It procs sheen and the sheen upgrades also

Does that mean... they will proc Zed's passive.
