The entire point I'm trying to make is that the on hit damage items aren't awarding part of the damage done as healing through life steal. Thus the on hit builds will not have respectable life. That is why it needs to be changed so life steal works with these items.

It was proposed in a thread long ago to make life steal proc on all physical damage and spell vamp proc on all magical damage, which is much more consistent than this proposed change. Riot specifically shot it down. Some champions would be OP given their preponderance of physical damage abilities.

Procing off all physical damage would be a very OP thing. That is not what I'm suggesting though.
