Do not rush top with Powerball + Ghost. You get their earlier, but you will rarely be able to cap top in time, so the investment is moot.

Instead, Rammus should cap mid. Powerball from fountain to mid, and then from mid to windmill. You will arrive top a precious 4-5 seconds before the enemy mid, which means you can force a brief 4v3 with the enemy and cleanly secure the windmill.

I start Boots of Mobility with Rammus and ghost to the top. Problem?

Then I just stack Zeals and backcap all day

As a dedicated Rammus player who runs Boots of Mobility + Ghost and Powerball, I must heartily disagree with OP. Very rarely does someone get there to stop me from capping...and my team is smart they'll cut them off before they can make it to windmill buying me that extra few seconds of capping :P
