If the global Pen aura is being removed then I really doubt that Cleaver will be an issue. Or at least not as much of an issue. That Pen aura has been skewing things in favor of tanky-types for WAY too long and should have departed ages ago.

Keep it in Dominion. See how it works out once the Pen aura is gone. Iterate from there.

For the moment I vote for option 2 until BC gets properly adjusted

It's not that I think the item is OP, it's just that, it is kinda silly to watch 4 people in your team/enemy team build nothing but Black Cleavers.

Tanks have been over-powered on Dominion for too long. I vote 1.

If the aura is definitely being removed, why don't we see how that goes first before we change this as well?

Get rid of it until you can replace with a sane version.
