Idea; creating a sub forum for people looking to trade skins.

you'd post your trade wish, someone would reply, someone would lock the thread and remove both skins for a week, and then trade them ( to avoid hackers stealing good skins, 1 week grace period to cancel the trade )

could be implemented into the lol client, even if only by alerts

the "2k upvotes" thing is tiresome, so we could make it easier for everyone.

This isn't the worst idea. But there are a number of foilables, like skin marketing, that need to be looked at.
