I buy it after pd on Tristana and keep a philo after 2 dorans or bf sword depending on how I'm doing.

I tried it a few times in the beginning, but there are other items that I want to get to first, so it hasn't been bought since, and I still run Exhaust/Flash... *shrug*

I've tried it once on Taric and it was rather lackluster. Seems like it would be pretty fun in ARAM though.
