I recently purchased a new hard drive but this was not happening the first few days after I put it in my computer. The problem is that everytime I load into the game everyone has negative loading screen timers. Also whenever I get into the game, my fps shoots around inbetween 0-60. Also none of my cooldowns are showing up for any of my spells. This problem happens every game that I try to play.

Could you try repairing your install and seeing if the problem persists? You can run the repair utility by clicking on the cog in the top right corner of the launcher.
