If you try to use flask while a health pot is active or vice versa the 2nd one activated will not go. I have tried this both ways multiple times. Don't know if this interaction is intetional but it doesn't seem like it should be.
Repro steps:
1. use flask or health pot
2. while the item from step one is healing you try to use the other.
