Cooldown wrong with Blackfire torch?

I was playing Teemo in Dominion. Started with 4% cooldowns and got blackfire torch which should be 15% cooldowns. I had 14%.

I got the cooldown boots which should add 15% and only had 29% cooldowns. =( 15+15+4 should have been 34 not 29.

I think the cooldown for the BFT was messed up on the last patch.

Blackfire torch is currently 10% cdr, the tooltips were not changed and it's an error.
