When it says it reduces slow effects by 25%:

Does it mean a 35% slow would be reduced to a 10% slow?

Or does it mean 25% of the 35% is reduced (to 26.25%)?

I think it's that it is 25% of the 35%. What if you had a 10% CC? 25% off of that is -15% = Move Faster? Doesn't make sense.

So 25% reduction of the 35% CC is "8.75%" off which reduces the CC to 26.25%.
