I've noticed this as well. And they're changing it in the PBE to be 10%. I'm hoping this change is merely to reflect the actual nature of the current effect, which is 10%, and not to nerf it even more to a 5% (since we have a rogue 5% missing already that needs to be found). Would be nice to know.
