Karthus and Ryze come to mind, too...

Ryze because of the tankiness and spam damage he gets when built.
Karthus, well, because Karthus. Go in, Defile, Lay Waste to everything, possibly die, have 7 more seconds of doing damage. Plus, it is very hard to prevent Karthus from eventually getting fed.

I think Vlad is in an "ok" places right now. Not as absolutely dominant as before Jayce times, when you saw a vlad top 40% of the matches.

But he is ok, balances, has a poor early lvls to compensate for everlasting sustaing in lane and an amazing team fight potential late game.

He is, however, not as easy to use as before.

Vlad has Riot love. If you want to do an in-depth discussion and construe it with your bias, be my guest, but avoiding any real math and statistics on his gameplay are not very conducive to getting Riot to buff him.

I do not see a single damage calculation in your post. Your only math is done on his passive. What do you think should happen to Vlad? Should he be getting more HP than he does currently or more AP than he does currently? Give us an example build of yours.

The only change I would like is a reduced health cost on Tides of Blood. Early game it just eats up your health bar to keep and maintain stacks.

Now that Vlad can get 40% CDR without wasted stats (indeed, some very good stats), he's secretly OP again (but not really). I'm once again looking forward to being Vladimir. I'll be getting Liandry's, DFG, Void, DC, Boots (ofc), and SV; or maybe Will, Rylai's, or ZHG in place of Mask or DFG (if they give us back another 10% CDR aura). Old School Vladimir is back with a vengeance, for those who remember how to play. The nice thing is that anyone with less than ~80 MR will take true damage from Vlad now, even 100 MR won't cut it if someone can carry Abyss.

This is what keeps it balanced. If it weren't such a high cost, we'd all max that first; at 4 stacks that does incredible damage, especially when you put some AP behind it. If you find you're having trouble managing your health, get Will; it will mitigate the health costs.

Tides' AP ratio doesn't increase with the stacks. It would need a lower AP ratio for that to be allowed.

It's still a very powerful and often underestimated burst spell, with a fantastic CD.

Except it's not a burst spell, because Vlad isn't a burst mage (unless you count a 6-8 second rotation as a "burst"), but the damage from AP (i.e. the ap ratio) is amplified up to 100% at 4 stacks, giving him an effective .9 ratio on the spell - that's HUGE, and you get to do it twice (even 4 times if you build ZHG, have a Zil/kayle, or something like that).
