A "bouy" is something that is kept afloat on open water, sorta like how a lifejacket keeps someone buoyant. So in this case, to "buoy" your allies would be to save them, keep them afloat, keep them supported.... get it yet?

I always thought that 'flambouyant' was the supernatural ability to float in water while on fire.
