No; they need to be on your Friends List in order to give them goodies, and you can't have cross-server friends. DX

PBE is a testing environment, If the gift center works well, and there's no major flaws found in it, it will eventually be released to all servers, and then you simply have to log into that server to access the right gift center for your specific server friends.

I think he was asking about when it went Live rather than using free PBE money to gift to people on Live. But Izsery has a point; there's nothing to stop you from creating accounts on other servers to give gifts to intercontinental friends once the Gift Centre heads over to Live.
