I'm gonna go with "name impersonation" as a rough guess due to not being level 30, and the actual froggen not being on NA server.

Hi there, I took some time and did you a favor in reviewing your case for you.

Because you did these things and broke the summoner’s code you do deserve this punishment. LoL is a free game and we have to sign a EULA saying we will follow the summoner’s code in order to play. Riot has said quite clearly that reports for 'Unskilled Player' are used as a data point for matchmaking and do not go to the Tribunal at all. You'll never be Punished for Unskilled Player reports.

Also, Report Card or we can't help you understand your ban.
