There seems to be "assisting enemy team" and "offensive language" reports when a play doesn't say anything. I even had ones where someone has lied in the report box about the player assuming I wouldn't read it. plus spite reports because a player has said they would report the reporting player.

but then... 1 of the games they actually act out... but I almost feel like they wouldn't be in the tribunal if the other false reports didn't happen though :S.

basically the person reporting said: Assiting the enemy team " told the opponents my position" then I looked at the chat and could see no evidence of it.

Remember that they needed to be reported a fair bit (25% of their games) to just end up in the tribunal. So say you can extrapolate the reports, e.g. one of the reports is deserved and the 4 others are false, that means the person is still negative in 5% of their games. Playing with 9 other people each game this is a lot of people they are creating a negative experience for.
