Tool tip lists 15%

I have passively 4% Cool Down reduction on my mage masteries,

So, 15%+ 4% = 19% for CDR, instead it's giving me 14%, I've seen this on both Lux and on Fizz, so I'm pretty sure it's not the champion, it's the item

TL;DR, Tool tip lists 15% item only gives 10%

I tested it. Blackfire Torch cooldown is 10% instad of 15%
