How are people finding Vi with the slow reduction from this or the mastery?

She'd pretty much go back to her base speed. Clever balance actually.

I use both on her, and it works out great for her. I get that and Zephyr on her for tenacity

Boots of Swiftness are amazing on her, just make sure you have tenacity from elsewhere (spirit of ancient golem or my preference... zephyr).
