How is it decided who will be the first to pick in Draft Pick?

How is it decided who will be the first to pick and ban in Draft Pick? Is it random or is there some rule?

There is no one who gets to pick first or last and there are no bans in normals.

In normal draft, first pick is randomized. For premades, all the chances are given to a 'captain'.

Example: A premade of three has two solo players join. Each solo player has a 1 in 5 chance at first pick, two of the premade players have 0 chances each, while the third premade picks up his buddies' chances for a 3 in 5 chance.
