What is it?

In short... If you're an experienced player, it's making an account that has a summoner level that's way lower than should be expected for someone of your experience.

This is common among a lot of players with a level 30 account; they'll make a new secondary account to play, which, being separate, will get matchmade with generally NEW players with less experience, hence giving them an edge.

It's basically a high level player using a secondary, low level account. Usually, the term implies the player is doing it to troll low level players or has been banned on their main account, but some people will set up a new account when they introduce a friend to the game so the new player isn't completely outclassed during the game.

There are, of course, other reasons, but I would say those are the three main ones.
