seems like people confuse OP with poorly designed. I say poppy and elise. their kits are all over the place.

I'd say Sion. His kit really makes no sense. Every single ability is completely random compared to what he looks like. Random stun, random exploding shield.

And his E is ridiculously boring. At least Nasus and Veigars infinite scaling abilities are actives, his is a damn toggle. That's not fun at all.

I also have to mention that I think it's odd that he has no active ability that involves him using his weapon even though he comes off as a brutal and murderous warrior champion.

Sion's kit is incredibly clunky. Go AP and his shield and stun are great, but his AD boost and ult aren't doing much for you. Opposite is true if you go AD. They need to decide if he's AD or AP and work him around that.
