From what I've seen it's FO3, but in a different city. and FO3 was 'meh' when compared to the original Fallout and Fallout 2. FO3 was a big disappointment for me.
Now if Bioware themselves did the project, that would be reason to droll over it, as even Biowares worst games are still pretty good.

If nothing else, Obsidian can at least write up some interesting characters and a plot that actually makes sense. So if nothing else, it'll at least be better than Fallout 3. FO3 was pretty rancid.
I'm pretty psyched for ME3 too, I wasn't too thrilled with how much the second game was dumbed-down, and that everybody on your crew had to go on one last mission to yell at their dad, but they could make ME3 a text adventure and I'd still pick it up just to know how the story ends.
