I don't think you can justify banning based solely off a claim someone is making...

Riot would probably ban for this. Actually I can guarantee that Riot would ban for this as harassment. In the summoners code it says that you must win with grace and without gloating and should thank your teammates.

While I'll agree that RIOT could and should ban for this, my post was mostly in regards to how we should be voting on this sort of issue in the Tribunal.
